JAN 2 0 <br />1987 <br />BOOK 6 7 <br />IF{af 1� <br />Director Thomas <br />informed the Board that CCL Consultants <br />were <br />involved both with Golf Architect Ron Garl and Architect Charles <br />Block. He believed this is the final bill on the maintenance <br />building, but he has been holding another bill that is related to <br />Ron Garl's part of it because he thought it was too much. They <br />have finally sent a revised bill, which he will put on next <br />week's agenda. <br />OMB Director Baird clarified that CCL is broken down into <br />two areas - they did the engineering on the maintenance building <br />and then they also did work on the golf course itself. <br />Chairman Scurlock asked if they have a contract directly <br />with the county or with the architect. <br />Director Baird stated that for this particular item they do <br />not have a contract directly with the county and that is why he <br />brought this to the Board. <br />Questions ensued regarding who has the contract, who pays <br />for the work, and also who authorized the work. <br />General Services Director Dean explained the circumstances <br />which led up to the previous Administrator authorizing the use of <br />CCL. <br />Chairman Scurlock noted that apparently we didn't request <br />proposals - we just went and used CCL without any authorization <br />other than the Administrator, and we didn't have an arrangement <br />similar to what we have in Utilities and Engineering where we <br />have a continuing contractor selected through a competitive <br />process and then we can go back to those master agreements and <br />use them for additional services. <br />This was confirmed by General Services Director Dean. <br />Chairman Scurlock next noted that it appears there was a <br />movement of the building and now there is a request for <br />-_`--- compensation, and he wished to know if any of the staff gave the <br />authorization for that move. <br />Architect Charles Block informed the Board that first of <br />all, the contract for the maintenance building is in his contract <br />18 <br />
