Nearing REFERENCES: <br />Staff Planner o-el,4 <br />I/z o/87 <br />CPS <br />schaub <br />DAVEII <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 20, 1987. - <br />DESCRIPTION AND LOCATION <br />Mr. Richard Schaub, President of Grand Harbor, Inc., has submitted <br />a request for special exception approval for the Schaub Communi- <br />ties beach club, a use which requires special exception approval <br />in the RM -4, Multifamily Residential District (up to 4 units/acre). <br />Although the project site is currently zoned RS -6, Single Family <br />Residential District (up to 6 units/acre), the applicant has <br />initiated a request to rezone the site from RS -6 to RM -4, as the <br />RS -6 zoning district does not permit beach clubs. The staff has <br />recommended approval of the rezoning request. The site is located <br />1i miles south of the intersection of C.R. 510 and A -1-A on the <br />east side of A -1-A within a County enclave surrounded on three <br />sides by the -Town of Indian River Shores. <br />The proposed project contains a 2,564 sq. ft. restaurant, pool, <br />cabanas, and a dune crossover for beach access. The site will <br />also utilize a 5 foot high fence along the site's frontage on <br />A -1-A. <br />Pursuant to Section 25.3 of the Zoning Code, Regulation of Special <br />Exception Uses, the Planning and Zoning Commission is to consider <br />the appropriateness of the requested use based on the submitted <br />site plan and the suitability of the site for that use.,. The <br />Commission then concurrently makes a recommendation to the Board <br />of County Commissioners regarding the special exception use and <br />acts on the submitted site plan. The Board of County Commis- <br />sioners then takes final action on the request based on the <br />recommendation of the Planning and Zoning commission and staff's <br />recommendation. The County may attach any conditions and safe- <br />guards necessary to assure compatibility of the use- with the <br />surrounding area. <br />On January 8, 1987 the Planning and Zoning Commission recommended <br />3-2 that the Board of County Commissioners approve the proposed <br />use while concurrently approving the site plan with conditions. <br />At this same meeting the Planning and Zoning Commission also voted <br />5-0 to approve the rezoning. The. -conditions -of site plan approval <br />are as follows: <br />1. That the Board of County Commissioners grant special <br />exception approval for the proposed use; <br />2. That the site include retention of native vegetation in 30' <br />bufferyards contained within both sideyards; <br />3. That water and sewer service shall be provided by the City of <br />Vero Beach; and <br />34 <br />
