4. <br />That prior to release of the site plan: <br />a. the applicant shall dedicate the west ten feet—of the <br />site as R.O.W. for Highway A -1-A; <br />b. the subject property be rezoned from RS -6 to RM -4. <br />'A T -T VL+T[. <br />1. Traffic Circulation: The site will be accessed by a divided <br />driveway utilizing two 12 foot wide one-way drives from <br />A -1-A. The County Traffic Engineer has approved the proposed <br />traffic circulation system. <br />8. Dedications and Improvements: The applicant has agreed to <br />dedicate the west 10 feet of the site as A -1-A right=of-way <br />to bring the eastern half of the R.O.W. up to current <br />standards. <br />9. Stormwater Management: The proposed stormwater management <br />plan has been reviewed by the Public Works Department, and a <br />Type "A" stormwater permit has been issued. <br />10. Landscape Plan: The proposed landscape plan shows that all <br />natural vegetation is to be retained wherever no construction <br />is to occur. The site will utilize the natural vegetation to <br />create a 3.0 foot wide opaque barrier along the side property <br />lines as a buffer to sound and light. The retention of <br />natural vegetation is encouraged whenever possible to reduce <br />water consumption needs, preserve habitat, and stabilize the <br />dune. <br />11. Utilities: The site will be serviced by the City of Vero <br />Beach. <br />12. Since this project <br />abuts the Town of Indian River Shores, the staff solicited <br />comments from Indian River Shores, and the Town manager responded <br />with the identification of several concerns.
