DISCUSSION RE 17TH STREET PROPERTY ANNEXATION <br />Mrs. Ruth Chapman, 1450 5th Avenue, Rockridge Subdivision, <br />came before the Board to express concern about the possible <br />annexation of property on 17th Street into the City of Vero <br />Beach, an ordinance in regard to which is on the City Council's <br />agenda tonight. She noted that the land in question is on 17th <br />Street and abuts Indian River Boulevard. It has a number of <br />owners, and these owners have been approached by developers re <br />putting in an esplanade and shopping center. The residents of <br />Rockridge are concerned about the problems that would cause and <br />are concerned that their residential area is being swallowed up <br />by the City. Mrs. Chapman was also concerned that if the <br />developers do acquire the homes on 5th Ave. between 17th and <br />18th, they may have their egress onto 5th Avenue and disturb the <br />residential area. She emphasized that the traffic over the 17th <br />St. Bridge is horrendous already, and'when Indian River Boulevard <br />is extended south from the bridge, it will be really terrible, <br />especially as there is a 45 mph speed limit. 4 <br />Mrs. Chapman requested that County Commission ask the City <br />not to annex that piece of property as the residents would prefer <br />the area to stay low key. They would not oppose having a project <br />such as the library there but do not want noise from a market- <br />place, especially as they do not see a need for more stores. <br />She noted wherever the City has acquired land in their area, it <br />has given them drainage and ecology problems, but many residents <br />have become apathetic and feel "you can't fight City Hall." <br />Chairman Scurlock commented that his concern is that it <br />seems the City is making plans and considering site plans and <br />rezonings when the property is not even in their jurisdiction. <br />He felt there is a definite need for coordination re land use of <br />the boundaries between the City and County and that there should <br />be cooperation between these entities before annexation takes <br />place.
