Basically, staff's position would be that a <br />proliferation of beach clubs that provide commercial activities <br />would not be beneficial to the County. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Attorney Steve Henderson, representing Schaub Communities, <br />Inc., felt that the issue is more than just parking spaces. He <br />distributed the following outline to follow along as he made his <br />presentation: <br />SCHAUB COMMUNITIES - BEACH CLUB <br />1. NATURE OF THE GRAND HARBOR PROJECT: <br />The Grand Harbor Project is primarily a golf <br />course/tennis/harbortown community. Golf courses and other <br />recreational facilities will be owned by non-profit club <br />organizations (River Club and Grand Harbor Club), and it is these <br />club members that will have access to the Beach Club. The Beach <br />Club, however, will only be a small element of the total <br />recreational facilities available. For example: <br />Grand Harbor Golf Clubhouse <br />- 40,000 <br />square <br />feet <br />River Club Clubhouse <br />- 30,000 <br />square <br />feet <br />Tennis Clubhouse <br />- 5,000 <br />square <br />feet <br />Swimming and Health Club <br />- 9,000 <br />square <br />feet <br />The Beach Club will contain only 1,800 square feet of <br />air-conditioned space which is intended for use as a dining room, <br />seating approximately 120 people. <br />2. PLANNING FOR RECREATIONAL FACILITIES: <br />The planning behind the recreational facilities serving Grand <br />Harbor/ Shores /Baytree projects was not a matter of mere guesswork <br />but was based upon extensive analysis and studies by Goodkin <br />Research Corporation and Laventhol & Horwath, a nationally <br />recognized accounting firm specializing in the resort industry. <br />3. CONNECTION WITH THE GRAND HARBOR DEVELOPMENT: <br />In March of 1985, Indian River County expressed concern over <br />the impact that the Grand Harbor Development would have on the <br />County beach parks. This was in the form of a letter to the <br />Treasure Coast Regional Planning Council dated March 21, 1985, a <br />copy of which is attached as Exhibit A. (see Question 27 - Page <br />2). In response thereto, the Grand Harbor DRI application was <br />thereafter amended so as to address this issue. (See Exhibit B). <br />The developer indicated therein that it had contracted to purchase <br />the present site and to utilize same as the Grand Harbor Beach <br />Club. The response further indicated that the Beach Club would be <br />located approximately 1/2 mile south of The Baytree Project. In <br />fact, the seven -acre oceanfront parcel was acquired by Grand <br />Harbor, Inc. in December, 1985. <br />27 <br />
