hearing from individual councilmen today rather than the Council <br />as a whole. <br />Mr. Bunnell noted that they did take a concentrated <br />position in the letter they directed Manager Dorskey to write to <br />the Commission outlining the concerns that have been discussed <br />and rediscussed, and felt that would be sufficient. However, <br />after the Commission tabled the item last week, they decided <br />they would participate in this meeting. <br />Commissioner Bird felt that some of the steps that the <br />developer has agreed to would mitigate the concerns of the <br />councilmen, but Mr. Bunnell felt it -has not helped. He stressed <br />that he is speaking for the majority of the Council which is in <br />attendance this morning. <br />Attorney Henderson reemphasized that they don't feel that <br />this project is any more commercial than the clubs presently <br />operating in Indian River Shores, and mentioned Sea Oaks. He <br />believed it is just the nature of things that some commercial <br />type activities take place at private clubs, such as dining <br />rooms and snack bars, but he felt that one could not describe <br />this facility as being a commercial use. Attorney Henderson <br />argued that this is not in conflict with the traffic element of <br />the Hutchinson Island Management Plan. They agree that enclaves <br />are a problem, but pointed out that they have consented to being <br />served by the Town's police and fire protection while the <br />project is being built, and have also consented to the <br />annexation of the area after the project is completed. As far <br />as parking is concerned, they are willing to limit it or provide <br />more spaces if that is the answer. To provide more spaces on <br />the east side of AIA might require the elimination of that extra <br />5 -ft. side yard setback requirement.
