Additional Requirements for Manufactured Housing <br />Located in Floodprone Areas <br />The former FEMA regulations stated that mobile homes <br />must be anchored, blocked and tied down when located in <br />floodprone areas. The new regulations provide that all <br />such housing to be placed in floodprone areas be elevated <br />on permanent foundations at or above the base flood ele- <br />vation. <br />V. Criteria for Construction of Structures Within Coastal <br />High Hazard Zones (V -Zones) <br />The revised FEMA regulations mandate that all new <br />construction and substantial improvements located in V <br />zones be elevated so that the bottom of the lowest hori- <br />zontal structural member of the lowest floor is elevated <br />to or above the base flood elevation. Previously, measur- <br />ing from the top of the member was.sufficient to meet FEMA <br />regulations. In addition, wind and wave loading require- <br />ments are included within the new regulations. <br />VI Removal of the Additional One Foot Requirement <br />The revised ordinance omits the additional County one <br />foot elevation requirement. Although FEMA states that its <br />base flood elevation levels are minimum safety measures <br />and encourages local governments to maintain more strin- <br />gent floodproofing standards, the additional one foot <br />requirement has generally not been well received by the <br />public. The most frequent complaints regarding this <br />requirement are: <br />1) the additional cost of fill material; <br />2) placement of homes at the additional <br />height makes them aesthetically unpleasing; <br />3) the additional height creates drainage <br />problems for adjacent properties.. <br />Based upon these complaints and the fact that the additional <br />one foot requirement is not mandatory under FEMA, staff recom- <br />mends that this provision be deleted. <br />RECOMMENDATIONS <br />Staff recommends that the Board of County Commissioners adopt <br />the proposed ordinance. <br />Robert Keating, Director of Planning & Development, noted <br />that there are two items that are included in the proposed <br />amendment to the stormwater management and flood protection <br />ordinance that go beyond the scope of the flood insurance <br />regulations: <br />1) Changing how the county addresses unnumbered A zones. <br />Basically, A zones are areas within the 100 -yeas flood elevation <br />and unnumbered A zone areas are where an engineering study has <br />not determined what the minimum flood elevation should be.
