JAN 2 d 191 <br />BOOK 67 NKF1151 <br />Chairman Scurlock advised that after receipt of the above <br />letter he asked staff to go ahead and begin negotiations on an <br />agreement with First Baptist Church. <br />Attorney Robert Jackson advised that the church does not <br />have any plans for this property other than parking, but he felt <br />the County would want to insert something in the agreement to <br />protect themselves. <br />The Board indicated their willingness for staff to continue <br />working with the church to come up with an acceptable agreement. <br />Commissioner Bird noted that Dr. Morgan made an offer to <br />the County of his office across the street from the <br />Administration Building for additional space and that Sonny <br />Dean, Director of General Services, had replied to Dr. Morgan's <br />letter stating that we did not have any use for it at the <br />present time. <br />Administrator Balczun advised that they will be making a <br />presentation on the administrative space master plan within two <br />months, and will look further into Dr. Morgan's offer. <br />RECYCLING OF ROAD ASPHALT <br />Public Works Director Jim Davis reported that Hill Milling, <br />Inc. of Leesburg, Florida, are presently working on a road <br />project in town using an asphalt recycling process. In this <br />process they mill up the old asphalt, mix it with a liquid <br />asphalt and some latex modifier before putting it down again. <br />The DOT has been very interested in this process and have been <br />testing it out for the last year. There is substantial interest <br />in this process country -wide because of the substantially lower <br />cost. Hill Milling has offered to do a 2 -mile stretch of 4th <br />Street running west from Old Dixie Highway for $28,000, which is <br />almost half of what the normal cost would be. Two years after <br />paving that stretch in 1979, the County was forced to put down <br />an inch of asphalt. Today, six years later, the road is falling <br />` apart again.
