FEB, 31987 BOOK 6 7 F-, <br />and felt doing the engineering and getting the right-of-way is <br />the priority between now and the next session. <br />Chairman Scurlock noted that the Twin Pairs involves not <br />only road improvement but drainage, and Mr. Fowler stated that <br />what they got hung up on before was the drainage and the <br />permitting required for it. <br />The Chairman reported that the City of Tallahassee has a <br />significant problem addressing their drainage because a lot of <br />their buildings are government buildings and don't pay taxes, and <br />our consultants, Camp, Dresser & McKee, came up with setting up a <br />drainage program as a utility, which allowed them to charge a fee <br />which did not come under the millage cap. He felt strongly that <br />we must work with the DOT on a more and more cooperative basis to <br />get these projects set on as high a priority as we would like. <br />Commissioner Bird asked if there is some way we could work <br />out some joint participation so that Rockridge could be put back <br />on the list, certainly within the five year period. <br />Mr. Fowler felt that this definitely could be worked on <br />together and hopefully reprogrammed much more quickly than that. <br />Commissioner Bowman inquired about the consultant study of <br />U.S.I throughout the county that was expected to be completed in <br />18 months, and Mr. Fowler advised that they still are in the <br />process of getting those consultants on board. They want a <br />separate one for each county, and he was not sure of the status <br />for one in Indian River County. <br />Commissioner Bowman then brought up the possibility of <br />improving SR60 and making it a toll road as she felt it is a very <br />dangerous road. She asked what we can do to get this moving. <br />Mr. Fowler informed the Board that the Department is looking <br />more and more to user charges to satisfy needs, but to get <br />something like this moving requires some local support as tolls <br />generally are unpopular. <br />16 <br />
