Discussion continued in regard to improving just the portion <br />of SR60 between 1-95 and Yeehaw Junction as this actually is the <br />western entrance to Indian River County. <br />Mr. Fowler stressed the need to do a master plan for SR60, <br />and it was noted that the DOT does the master plan. <br />Chairman Scurlock believed that actually the only road in <br />our county where flow exceeds capacity is 6th Avenue. This was <br />confirmed by Engineer Ralph Brescia, but he believed the exten- <br />sion of Indian River Boulevard will help relieve that situation. <br />Commissioner Eggert expressed interest in the DOT's policy <br />re median cuts. As a former Chairman of the P6Z Commission, she <br />saw many developments come in where we would try to restrict <br />turning, access, etc., only to be told that "the DOT gave us a <br />median cut." She believed we need to coordinate on this and <br />wished to know if the DOT is getting any stricter about allowing <br />median cuts. <br />Mr. Fowler stated that they wish to be cooperative with the <br />county regarding access control, but they do attempt to maintain <br />that control themselves. <br />Donald Henderson, District Planning Engineer, confirmed that <br />when they develop a master plan, they look at the median itself <br />and the points of access. <br />Chairman Scurlock noted that we have been very aggressive in <br />this county in master planning for utilities, etc., and he felt <br />we need a master plan as soon as possible to give us an overall <br />plan of action. <br />Commissioner Bird felt one area where we can work together <br />is on the quality way we develop the U.S.1 corridor. He felt we <br />must work together on frontage roads, acquire the R/W, etc., and <br />therefore avoid looking like the counties to the south. <br />Mr. Fowler agreed that since some counties didn't do a good <br />job of planning, they now are facing fixing some of the situa- <br />tions that have occurred. <br />17 g00K YJ PK <br />FEB3 1907 <br />
