She suggested <br />redrawing of the district lines. <br />Mr. Fowler commented that he hears this same complaint from <br />all counties because there are just so many more needs than there <br />are revenues that the Department cannot take care of all the <br />needs. He noted that because of population and taxes generated, <br />the large counties more often have been donor counties and the <br />smaller counties recipient counties so that it actually is more <br />likely the large counties would get shortchanged. <br />Chairman Scurlock expressed the hope that the DOT could get <br />into more contracting with local governments. <br />Commissioner Bird asked Planning Director Keating how we are <br />handling the site plans for development on South U.S.1, which <br />area is growing at a rapid rate. Director Keating advised that <br />in the last six months we have been working much closer with the <br />DOT and have had much better cooperation. We have had a DOT <br />representative attend the Transportation Planning Committee <br />meetings so they can give us their permitting information up <br />front, and this is very helpful. He continued that the county <br />has its Thorofare and Land Use Plan and is establishing a system <br />of marginal access roads through development parking lots and <br />limiting the number of curb.cuts, and we have been acquiring a <br />good deal of U.S.1, SR60, and A -1-A right-of-way as development <br />proceeds. <br />Commissioner Bird inquired about a master plan for South <br />U.S.1 re median cuts and marginal access, and Director Keating <br />advised that while there is not a median cut plan, the county is <br />working with DOT in that regard. Marginal access is dealt with <br />on a piecemeal basis, but he felt that is the fairest way. The <br />idea is that the marginal access roads acquired incrementally <br />will all be put together eventually. In doing it this way, the <br />county allows a lot of temporary curb cuts, but when there are <br />` connections on both ends of the comb,ined marginal access so there <br />18 <br />
