tions, analysis, and conclusions, and developing an evacuation <br />component. <br />The final Barrier Island Analysis is consistent with the County <br />wide traffic study prepared as part of the traffic impact fee <br />ordinance study. As with the traffic impact fee study, the <br />Barrier Island analysis included the assumption that existing <br />land use plan densities on the island would be retained and <br />that the transportation system would be designed to accommodate <br />those densities rather than lowering densities to lessen the <br />need for future transportation system improvements. <br />Based upon the County's adopted minimum roadway level -of - <br />service standards of "C" on an average annual basis and "D" in <br />the peak season as well as the twenty year and buildout popula- <br />tion projections for the island based on adopted comprehensive <br />plans, the Barrier Island Analysis identifies roadway improve- <br />ments needed within the next twenty years and at buildout, and <br />it provides a twenty year capital improvement program for those <br />improvements. The CIP reflected in the Barrier Island Analysis <br />is consistent with the countywide CIP approved by the Board of <br />County Commissioners and local governments in conjunction with <br />adoption of the Indian River County Fair Share Traffic Impact <br />Fee ordinance. <br />As proposed, the Barrier Island Analysis will serve to meet the <br />transportation plan requirements of the Hutchinson Island <br />Resource Management Plan. In fact, the Department of Community <br />Affairs reviewed the draft Barrier Island Analysis and notified <br />the County that the study as submitted was acceptable. DCA did <br />specify, however, that because the Barrier Island Analysis <br />represented a joint study by the County and the barrier island <br />municipalities there would need to be more specific agreements <br />among the local governments and their method of funding. <br />ALTERNATIVES & ANALYSIS <br />The Barrier Island Analysis constitutes a transportation plan <br />for the barrier island of Indian River County. As an assess- <br />ment of both current and projected transportation and evacua- <br />tion needs for the island, this plan identifies potential <br />problems, outlines projected system deficiencies, and identi- <br />fies needed capital projects. The roadway improvements needed <br />by the year 2005, according to the Barrier Island Analysis, <br />include widening of AlA in certain locations, improving major <br />intersections, and adding four lanes of bridge capacity. For <br />buildout, the study identifies the need for the widening of all <br />of AlA, for improving intersections, and for adding another <br />four lanes of bridge capacity. <br />The Barrier Island Analysis constitutes one of two major <br />alternatives for complying with the Hutchinson Island Resource <br />Management Plan's requirement that infrastructure needed -to <br />serve barrier island development be programmed for installation <br />concurrent with development. The other alternative would be to <br />reduce allowable densities on the barrier island to such an <br />extent that major roadway improvements would be unnecessary. <br />That alternative, however, was rejected previously by the Board <br />of County Commissioners. <br />Since the Board of County Commissioners had previously approved <br />retaining the existing low densities planned for the barrier <br />island and because the Barrier Island Analysis is consistent <br />with results of the traffic impact fee study, the Barrier <br />Island Analysis does not constitute a change from existing <br />County policy.
