Kea ng, CP THE COMPREHENSIVE PLAN <br />Planning & De elopment Director FOR 150 ACRES <br />FROM: Richard Shearer, REFERENCES: <br />Chief, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 17, 1986. <br />DESCRIPTION & CONDITIONS <br />George Beuttell, an agent for Isabelle Beuttell, the owner, is <br />requesting to amend the Comprehensive Plan by redesignating 150 <br />acres located south of 8th Street, one-half mile west of 82nd <br />Avenue, north of 4th Street, and east of 90th Avenue from AG, <br />Agricultural (up to 1 unit/5 acres), to LD -1, Low -Density <br />Residential 1 (up to 3 units/acre) , and to rezone this: property <br />from A-1, Agricultural District to RS -3, Single -Family <br />Residential District (up to 3 units/acre). <br />On September 11, 1986, the Planning- and Zoning Commission voted <br />5 -to -0 to recommend approval of this request. <br />On October 21, 1986, the Board of County Commissioners voted <br />4 -to -0 to authorize transmittal of this Comprehensive Plan <br />amendment request to the Florida Department of Community Affairs <br />(DCA) for a required 90 day review period. <br />On January 12, 1987, the Planning Department received comments <br />from the DCA relative to these Comprehensive Plan amendment <br />applications. However, the DCA made no comment on this <br />application. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existinq Land Use Pattern <br />The subject property is being used as a sod farm. North of the <br />subject property, across 8th Street, is undeveloped land zoned <br />A-1. East of the subject property is the West County <br />Sub -Regional Wastewater Treatment Plant and citrus groves zoned <br />A-1. South of the subject property, across 4th Street is a <br />citrus grove zoned A-1. West of the subject property is a <br />single-family residence and vacant land zoned A-1 and I-95. <br />12 <br />
