Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />land east, south and west of it as AG, Agricultural (up to 1 <br />unit/5 acres). The land north of`, the subject property is <br />designated as MD -1, Medium -Density Residential 1 (up to 8 <br />units/acre). Since the Comprehensive Plan was adopted in 1982, <br />there have been significant changes in this area. Since 1982 the <br />County has constructed a wastewater treatment plant adjacent to <br />the subject property to service the State Road 60 corridor. <br />Moreover, in July of 1986, the County amended the Comprehensive <br />Plan to redesignate approximately 80 acres of land located one <br />mile,l south of the subject property from AG to RR -2, Rural <br />-Aesident-ial 2"(up'to l unit/acre). Based on these changes and <br />the fact that the land north of the subject property is <br />designated as MD -1, the AG land use designation is no longer <br />appropriate for the subject property. <br />Transportation System <br />The subject property has direct access to 90th Avenue and 8th <br />Street' (classified as secondary collector streets on the <br />yr y <br />t�iorough�a"re'" plan) ; and0 4h-�Staet - (crassified- <br />collector street). The maximum development of the subject <br />property under RS -3 zoning could generate up to 3,150 average <br />annual daily trips. <br />Environment <br />The"--subject-_property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />A County watermain is located at the northeast corner of the <br />subject property. County wastewater service will be -available- <br />under phase 2 of the wastewater treatment plant if the applicants <br />reserve capacity by paying the necessary impact fees. <br />RECOMMENDATION <br />Based on the above analysis, particularly the fact that <br />conditions in this area have changed significantly since the <br />Comprehensive Plan was adopted in 1982, and considering the <br />Planning and Zoning Commission's recommendation, staff recommends <br />that the subject property be redesignated as LD -1, Low -Density <br />Residential 1 and be rezoned to RS -3. <br />The Chairman asked if anyone present wished to be heard. <br />There being none, the Chairman declared the public hearing <br />closed. <br />ON MOTION by Commissioner Eggert, SECONDED by Commis- <br />sioner Bowman, the Board unanimously approved redesigna- <br />tion of the subject property to LD -1, (said Comprehensive <br />Plan amendment to be incorporated in Ordinance adopted <br />when all changes are dealt with), and adopted Ordinance <br />87-16 rezoning to RS -3 as requested by George Beuttell. <br />13 <br />'�_ BOOK. � 6 F'�.UE@�� <br />LZ- -- - -- <br />
