FE— <br />17 1987 <br />BOOK <br />67 <br />FacfH311 <br />restaurant or a separate business. <br />In other words, it <br />could <br />be <br />an office building that had 200 of the space retail. <br />Ruth Chapman, resident of 5th Avenue, advised that she is <br />completely against anything that will bring more traffic onto <br />17th St. and to 6th Avenue. Rockridge is one of the county's <br />oldest communities and the residents have reached a point where <br />they feel they are being completely ignored. Mrs. Chapman felt <br />that what is proposed will have an adverse affect not only on <br />traffic, but on drainage which is a major problem in the area. <br />Mrs. Chapman realized this is not pertinent to the issue, but <br />advised that there is a tree in the median at 17th St. and 3rd <br />Court which cuts off the visibility of those approaching from the <br />east. <br />Chairman Scurlock directed the Public Works Director to look <br />into this. <br />Dennis Zambataro, with all due respect to the Rockridge <br />residents, wished to point out that they are not asking for <br />commercial to pave the path of progress; he believed that <br />occurred when the 17th Street Bridge was put in. He did not see <br />why office space is superior to a well-planned commercial <br />project, and continued to argue the positive impact of such a <br />project for the area residents both monetarily as well as <br />aesthetically. Mr. Zambataro pointed out that there already is a <br />sewage plant and an electric plant in this area. <br />Charles Engel, 645 16th Place., noted that his property is <br />directly across from the property in question. He failed to see <br />how commercial and residential will mix and serve to increase his <br />property value or benefit his life style. Mr. Engel opposed any <br />commercial development; citing traffic and drainage problems. <br />William Koolage, 815 26th Ave., interested citizen, pointed <br />out that the proposed project would not increase the value of a <br />homesite unless that property were to become commercial. As to <br />the comment that when the bridge was put in obviously the <br />decision already had been made to go commercial, he felt that in <br />22 <br />
