Keating(;' P v T: APPEAL OF QUEEN'S TERRACE <br />Planning & Development Director PRELIMINARY PLAT DENIAL <br />FROM•Stan Boling 0�- 5' REFERENCC: queens terrace <br />Chief, Current Development STAN3 <br />It is requested that the data herein presented be given forr-al <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 17, 1987. <br />NOTE: (Copies of approved January 22, 1987 Planning & Zoning <br />Commission meeting minutes, relative to this item, will be <br />made available to Board members on February 13, 1987] <br />DESCRIPTION AND CONDITIONS: <br />Queen's Terrace is,a proposed 69 lot subdivision of a ±26.235 acre <br />parcel located on the north side of 16th Street at-King.'s Highway <br />(Ralmar/Coventry Park PRD site). The subject property is zoned- <br />RS-3 <br />onedRS-3 (Residential Single Family up to 3 units/acre) and has an <br />LD -2 (Low Density Residential up to 6 units/acre) land use <br />designation. The proposed building density is 2.63 units/acre. <br />A conceptual PRD plan application for developing the site was <br />considered by the Planning and Zoning Commission on December 11, <br />1986. The PRD was considered by the Board of County Commissioners <br />on January 13, 1986 and was approved with conditions that were not <br />acceptable to the owner/applicant (Ralmar Associates, Inc.). <br />Ralmar Associates has formally withdrawn the PRD application and <br />revoked the conditional conceptual PRD approval. Therefore, no <br />PRD approval is in effect for the site, and no PRD application or <br />review is pending. <br />The Planning and Zoning Commission considered the Queen's Terrace <br />preliminary plat application at their regular meeting of January <br />22, 1987. At that meeting the Planning and Zoning Commission <br />voted 6-1 to deny the application pursuant to section 7(d)(8) of <br />the subdivision ordinance, wherein one of the preliminary plat <br />review standards states that no preliminary plat shall be <br />approved, if it "...adversely affects the community or neighbor- <br />hood in which the project is located". <br />The applicant, Ralmar Associates, Inc., is appealing the pre- <br />liminary plat application denial and is requesting that the <br />Planning and Zoning Commission decision be overturned and that <br />preliminary plat approval be granted. <br />ANALYSIS: <br />Staff recommended that the Planning and Zoning Commission grant <br />preliminary plat approval for Queen's Terrace subdivision (see <br />attachment #1) because the application met or exceeded all zoning <br />and subdivision regulations applicable to the site and the <br />surrounding neighborhood.
