F" - <br />FEB <br />FEB I ? i 37 <br />BOOK <br />(8) Criteria for review of preliminary plat by county staff, the <br />planning and zoning commission and the board of county <br />commissioners, if Appealed <br />a. No preliminary plat shall be approved if it: <br />1. Fails to comply with all ordinances of Indian River <br />County, including but not limited to the compre- <br />hensive plan, the zoning regulations, this ordinance, <br />the storm water management and flood protection <br />ordinance and the Indian River County Standard <br />Design Specifications; <br />2. Adversely affects the community or neighborhood <br />in which the project is located; <br />3. Fails to provide adequate street connectors with <br />the existing street network to insure free access <br />and circulation or creates a traffic impact that <br />lowers the level of service on any existing street <br />below level of service C (see section 10(a)); <br />4. Fails to comply with state law or regulation of <br />rules established by other governmental agencied <br />with jurisdiction over any aspect of the project. <br />01 a uC 4 <br />Attorney Vitunac noted that staff has indicated the plat <br />complies with at least 1, 3 and 4. The only criteria it possibly <br />does not meet is #2 "adversely affects the community......." <br />Commissioner Bowman inquired about traffic impact, and <br />Planner Boling advised that they looked at the roadway, and this <br />project would not lower the present level of service, which is <br />level "A". To go all the way down to "C" which is the lowest <br />acceptable standard, there could be over 1,200 units; so staff <br />feels there is excessive capacity. <br />Commissioner Bowman argued that this does not take into <br />consideration build -out to the west, north and south of the area, <br />and she further noted that you can't widen 16th St. <br />Commissioner Bird felt you have to take things one at a time <br />and just consider what this project does. He believed the plan <br />as presented is in compliance with the existing zoning, the <br />Comprehensive Plan, and meets the requirements of our Subdivision <br />Ordinance, and this was confirmed by staff. <br />Planning Director Keating stated that they have looked at <br />build -out because concurrently with this there is a request to. <br />rezone the entire area to;RS-2, and they do not feel the road <br />would have a problem accommodating all the units at build -out. <br />The Chairman asked if anyone present wished to be heard. <br />58 <br />M <br />
