He felt build -out should be kept to a minimum on 16th St. <br />because other traffic than just the neighborhood uses that street <br />and has for years, even more now that it is paved. He agreed <br />that the Rosewood neighborhood is a unique one and believed the <br />proposed subdivision is anything but unique. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED by <br />Commissioner Eggert, to deny preliminary plat approval <br />' for Queen's Terrace Subdivision. <br />✓ <br />Commissioner Eggert advised that she recommended denial <br />because she believed there is a difference between minimum <br />standards for the county and minimum standards for an individual <br />community. When you get small lots backing up to large estate <br />lots, you get a whole different type of community; there is a <br />difference in the way the neighborhood will be used; and you can <br />have nothing but an adverse effect on the neighborhood. <br />Chairman Scurlock believed the Commission has been committed <br />to looking at the entire area trying to bring the densities down. <br />He obviously had some concern about potential litigation, but <br />felt we should just make the best record we can as to how we feel <br />the community is being adversely affected as that seems to be the <br />key. The Chairman did feel there is some legitimate concern about <br />the transportation network, and, in fact, our own county engineer <br />refused to design that roadway because of the constriction caused <br />by the trees that were preserved along the road, and there is <br />further constriction due to the bridge over the main canal. It <br />would be tremendously expensive to construct a new bridge, and <br />the Chairman did not believe we want to remove the trees. These <br />factors make expansion of the roadway extremely difficult, if not <br />impossible, and he, therefore, felt the traffic element is a <br />major concern. He was not sure what adverse effect to a <br />community means to different people, but he was sure if any of us <br />64 <br />
