DISCUSSION RE DRUG REHABILITATION CENTER <br />Commissioner Eggert reviewed the following memo: <br />TO: Board of County Commissioners <br />FROM: Carolyn K. Eggert <br />DATE: February 16, 1987 <br />SUBJECT: Drug Rehabilitation Center <br />On Friday, February 13, 1987, I met with Warren Winchester <br />of Subdistrict 9 of the Alcohol, Drug Abuse and Mental Health <br />Planning Council (on which I also sit); Dick Mills, IRCMHC <br />Executive Director; Bob Keating and Richard Shearer, IRC <br />Planning and Development Department and two others. We discussed <br />the problems in finding a site for a drug rehabilitation center. <br />Last year, the Board of County Commissioners gave Judge <br />Vocelle and this group permission to take over the old jail for <br />this purpose. However, that has proven too costly --over <br />$300,000. The group has diligently investigated available land - <br />and buildings in the RM -6, RM -8 and RM -10 zoning areas. Nothing <br />suitable has been found. <br />Money has been designated to Indian River County to remodel <br />a building, or begin a building, before June 30, 1987. Action <br />must be taken quickly. <br />This secure treatment facility treating in -patients is not a <br />typical group home but more like a nursing home or hospital. <br />This type of center for drug rehabilitation is not best served by <br />RM zoning. <br />I would like the permission of the Board of County <br />Commissioners to amend the zoning ordinance to allow this type <br />of residential center in the CG, General •:Commercial District, <br />with appropriate special criteria. <br />Commissioner Bird inquired who mane the decision that it was <br />too costly to renovate the old jail for this purpose, and Chair- <br />man Scurlock advised it was the Judges. They had all intentions <br />of using that building and when they contracted for services to <br />remodel, they learned that they could build a new structure for <br />less than it would cost to renovate the old jail. The Chairman <br />believed the Administrator has some interest in using that <br />building for storage of some materials, files, etc., and it was <br />the Chairman's opinion that we should either find a reasonable <br />use for the building or have it torn down. <br />c- ads <br />83 6001( <br />FEE 1Y' <br />
