FEB <br />1? <br />1987 <br />Boa <br />j i� <br />67 F"!",r <br />r. <br />Commissioner Wheeler wished to know if there <br />is a <br />reason <br />that this drug rehabilitation center has to be in a particular <br />area, and Commissioner Eggert explained that there is because it <br />is considered a group home, which would have to be in either <br />RM -6, RM -8 or RM -10. She is saying that it isn't really a group <br />home, that it is a residential center and with the Board's <br />permission could be in a general commercial area with proper <br />buffering, etc. <br />Chairman Scurlock noted that there is some additional land <br />adjacent to the new jail that we have been pursuing as something <br />we have to do in the future. Perhaps we should look into acquir- <br />ing that 20 acres now, and possibly it could be considered for <br />this type facility. <br />MXD. <br />Director Keating believed that acreage is in the Gifford <br />Commissioner Eggert felt what they really would like to get <br />is a building that they can remodel. <br />Discussion ensued re the building needed, type, size, etc., <br />and it was noted that it would need to accommodate 20-30 people; <br />the people would live there and staff would come in. <br />John Turnbull, consultant with the Mental Health Associa- <br />tion, informed the Board that they have been looking all over for <br />a facility. They have to do something, and it is mandated that <br />it be located in Indian River County and that some action must be <br />taken before the end of June. That is why the emergency exists. <br />Commissioner Bird brought up the possibility of building <br />another building on the old jail site, and Director Keating noted <br />that land is in the City. <br />Betty Goins, Associate Director responsible for drug and <br />alcohol and in-patient programs, explained that this facility is <br />for people who have been detoxed or dried out, and this is the <br />next step in their treatment, both for drug users and alcoholics. <br />Commissioner Wheeler asked it this ties in with Alco -Hope, <br />and Ms. Goins stated that Alco -Hope is part of their system, but <br />84 <br />
