Shearer, REFERENCES: <br />Chief, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 24, 1987. <br />DESCRIPTION& CONDITIONS <br />The County is initiating a request to consider an amendment to <br />the Rose -4, Roseland Residential District (up to 4 units/acre), <br />to allow additional home occupation uses which are not allowed in <br />other residential zoning districts. <br />On November 18, 1986, the Board of County Commissioners adopted <br />the ROSE -4 district. At the public hearing, a request was made <br />to expand the scope of the ROSE -4 district to accommodate a <br />number of existing commercial uses in the Roseland area which are <br />not currently authorized horde occupation uses. However, since <br />that request had not been advertised for discussion, the Board <br />did not take action on the request but instructed the staff to <br />schedule it for a public hearing before the Planning and Zoning <br />Commission at their first meeting in January. <br />On January 8, 1987, the Planning and Zoning Commission voted <br />5 -to -0 to recommend that this request be --denied. The Commission <br />gave as their reason for denial the- fact that the proposed <br />ordinance is inconsistent with the County's existing home <br />occupation regulations. <br />ALTERNATIVES & ANALYSIS <br />The staff has prepared an ordinance amendment proposal for the <br />ROSE -4 district which would allow in that district certain home <br />occupation uses which are not permitted in other residential <br />zoning districts. These additional uses include metal working <br />and casting, contractor's office and storage, lawn mower and <br />small engine sales, service and repair, and service businesses. <br />In addition, there is criteria for the establishment of these <br />uses, and site plan approval would be required for any new home <br />occupation uses. <br />In analyzing this request, the staff compared the proposed new <br />home occupation uses and criteria with the existing allowed home <br />occupation uses and criteria in the General Provisions section of <br />the Zoning Ordinance. The General Provision section contains a <br />list of authorized home occupations, a list of nonauthorized home <br />occupations, and criteria for the establishment of home <br />occupations (a copy of these regulations is attached). <br />The staff notes that the four home occupation uses proposed for <br />the ROSE -4 district are not listed as authorized home occupations <br />under section 25 (D) 3. of the home occupation regulations. <br />Moreover, the following proposed uses cannot meet the below cited <br />provision of Section 25 (D); <br />43 B00� rr,E_ <br />FEB 4- <br />
