Mr. Shimp proceeded to present a detailed <br />history of the events leading up to today and read verbatim from <br />the project specifications, Sec. 015004, Page 4, which states <br />that temporary support facilities are to be located for the <br />convenience of the user (which is the contractor and the <br />architect) and for minimum interference with construction <br />activities. He explained that what RSH did was take the site <br />plan of the site, made a survey of all the various utilities, <br />considered their construction activities as well as all the <br />paving which was County performed, and from that decided on a <br />location for the trailers. <br />Chairman Scurlock asked if they took the drainage into <br />consideration, as he believed part of the relocation was <br />necessitated as much by the drainage that had to be accomplished <br />on the site as any of the other factors mentioned by Mr. Shimp. <br />Mr. Shimp stated that they took into account all the <br />drainage that affected their work. <br />Commissioner Eggert asked if the site plan was the overall <br />site plan for all the phases or just for the building they were <br />to construct, and Mr. Shimp stated the site plan they have does <br />illustrate with a dotted line future inmate housing but with no <br />dimensions - no size, no shape. <br />Commissioner Eggert understood that the trailer was located <br />on a future building site, and Mr. Shimp agreed it is certainly <br />within the confines of the new facility and that is why they <br />moved it. As to whether it is within the dotted lines, there <br />were no dimensions to lay it out. <br />Questions continued as to the site plan Mr. Shimp has, and <br />Chairman Scurlock believed they had dimensions on other drawings <br />and could have overlaid those on their site plan to figure sizes. <br />Mr. Shimp stressed that the documents say you cannot scale <br />drawings. <br />Mr. Shimp next reviewed in detail the sequence of the <br />various change orders, noting that on August 5, RSH requested <br />56 <br />
