MAR 10 1987 <br />ALTERNATIVES & ANALYSIS <br />BOOK 67 FbGE 559 <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is undeveloped. The land north and west of <br />the subject property is undeveloped except for a convenience <br />store on the southeast corner of 82nd Avenue and State Road 60 <br />and is zoned CL. East of the subject property is a First Union <br />bank branch office zoned CL. South of the subject property is <br />undeveloped land zoned A-1. <br />Future Land Use Pattern <br />The subject property and the land to the north, east and west is <br />located within the proposed boundaries of the 650 acre I-95/S.R. <br />60 commercial/ industrial node. The land located south of the <br />subject property is designated as MD -1, Medium -Density <br />Residential 1 (up to 8 units/acre). The proposed CL, Limited <br />Commercial, zoning is. in conformance with the commercial/ <br />industrial node land use designation and is consistent with the <br />surrounding CL zoning. <br />Transportation System <br />The subject property will have access to State Road 60 <br />(classified as an arterial street on the Thoroughfare Plan). The <br />maximum development of the subject property under CL zoning could <br />attract up to 3,680 Average Annual Daily Trips (AADT) which will <br />not decrease the existing' level -of -service "A" for this section <br />of State Road 60.. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a floodprone area. <br />Utilities <br />County sewer and water will be available to the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard. There being none, he declared the <br />Public Hearing closed. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bowman, the Board adopted Ordinance <br />87-27, rezoning 2.75 acres from A-1, Agricultural <br />District, to CL., Limited Commercial District, as <br />requested by Good Guys Partnership. <br />35 <br />
