MAR 10 1987 <br />BOOKS 7 FP.,r.5 S7 <br />Public Works Director Jim Davis explained that the <br />consultants from Boyle Engineering are here this morning to <br />answer any questions the Board may have. <br />Chairman Scurlock recalled that the last time the northerly <br />extension of the boulevard was proposed in 1981, he voted against <br />it because of the environmental aspect regarding the wetlands and <br />because he did not feel it was our best priority at that time. <br />However, when the Board authorized the study for the alignment of <br />the northerly extension several months ago, direction was given <br />to staff that we want this project done right and we want it done <br />environmentally sound. Knowing that it would add to the con- <br />struction costs, we wanted to make sure that whatever necessary <br />is done to assure that no flooding will take place and there is a <br />free flow of water. <br />Director Davis confirmed that has been staff's approach, and <br />explained that as a result of this environmental coordination <br />report, we are going to have to sit down with Boyle Engineering <br />and redesign the scope of work to include some additional <br />bridging to mitigate the possible drainage impact on the <br />Vossinbury Creek area. He stressed that we are going to be more <br />than conservative in designing drainage structures. The <br />consultants are also recommending that a drainage study be <br />included in the preliminary design phase to look at the total <br />watershed area all the way from the FEC railroad tracks to make <br />sure that the drainage will work. <br />Commissioner Eggert asked if the way the road is aligned <br />will be affected by the situation north of Barber Avenue, and <br />Director Davis explained that at this point, our alignment is <br />similar to the one done in 1981. We don't expect any drastic <br />deviation. The Gregory property north of Barber will not be <br />affected any differently than it was in 1981. We are clipping a <br />very small portion of the wetlands through the Gregory property, <br />but then we are moving to the west as quickly as we can to get <br />into the grove property. Basically, the alignment is not <br />63 <br />
