L� <br />are allowed to transfer that mitigation to other wetlands that we <br />can acquire. Right now, it is a matter of bargaining to see if <br />we can get land that is acceptable without going to condemnation. <br />However, if we can show that we cannot get land anywhere else, it <br />would be a full, valid point. <br />Chairman Scurlock felt the message that we want to send <br />today is that we want the project to be done right, and if we <br />have a preference, we would just as soon mitigate right there <br />next to the project and not have all those wetlands developed. <br />Director Davis concurred, but pointed out perhaps the Vista <br />Royale Condominium Association or some other entity would like us <br />to come into its wetlands and enhance, which would give us a <br />little better bargaining position than with the Caldwell, <br />Gregory, and Hoffman properties. <br />Commissioner Bird felt that the best assurance the Board can <br />give Mrs. Stewart and the residents of Country Club Point is that <br />we are going to look very closely at the design of this project <br />so that it does not have an adverse impact on the drainage <br />situation that presently exists in that area. <br />Director Davis suggested that in order to clarify the <br />drainage issue, that the Board authorize staff to go back into <br />the draft report and add language stating that two 8' x 5' box <br />culverts will be built. <br />William Koolage, 815 26th Avenue, was concerned about the <br />drainage by the hospital node. He believed that as, more and more <br />flat -roofed buildings are erected and more and more ground is <br />covered, there will be*more and more runoff. He just wanted to <br />make sure that there is adequate egress to the river for that <br />runoff. <br />Chairman Scurlock emphasized that the idea is to keep all <br />that runoff from getting into the river before it gets treated. <br />Mr. Koolage believed that land is not made to be built on, <br />and the Commissioners wholeheartedly agreed. <br />66 BOOK FiG 590 <br />MAR 10 1987 <br />
