Discussion ensued as to the <br />City Manager having been informed by telephone after an exchange <br />in the newspaper, and Administrator Balczun stated that it is <br />essentially unethical for one public sector managerial person to <br />talk to the other in a public setting, but the issue came up and <br />they did discuss it over the phone. During that discussion, he <br />believed City Manager Little's concern was that we not alter the <br />enterprise basis of the department in any fashion, and he assured <br />Mr. Little that we have no intention of doing that. <br />City Manager Little emphasized that he cannot amend an <br />agreement that the Council and the Mayor have signed no matter <br />what he thinks about it. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, that the County Commission ask <br />the Vero Beach City Council to join them in setting <br />the agreement aside, keeping the Vero Beach money in <br />a separate account, and proceeding in the way proposed <br />by Administrator Balczun. <br />Commissioner Bird realized there are people in the audience <br />who are concerned about the proposed restructuring, and his first <br />24 <br />
