However, after <br />- the Administrator expiained to him why he wanted this to be done <br />and why it was necessary, Commissioner Bird stated that he told <br />the Administrator he respected his authority and his decision and <br />would go along with it with the understanding that if this change <br />doesn't improve the situation and expediting of plans and if it <br />causes a negative reaction in the Building Department, the Admin- <br />istrator would reconsider his action and come up with another <br />solution. <br />Commissioner Eggert believed the Board members generally <br />felt the same when they first heard of the proposed change, but <br />she did believe we have had problems here for several years, <br />especially in the single family realm, and we owe it to the <br />public to consolidate and make the process simpler. She agreed <br />there is a very real need. <br />Commissioner Wheeler concurred, noting that he has discussed <br />this with Administrator Balczun in the last few months and he be- <br />lieved there has been a real problem. He supports the Adminis- <br />trator's actions in trying to fix this, and if it is not fixed, <br />we will know where to look and why it isn't fixed. <br />Chairman Scurlock pointed out that there are about five <br />different entities that must interrelate and mesh together in <br />order to get that building permit or that C.O., and it is not <br />working. We are having people who have to wait for 4-6 weeks to <br />get something done and that is wrong. <br />Councilman Howard asked whether the agreement has been in <br />effect long enough that the City has no obligation to continue <br />its agreement on this particular subject. <br />County Attorney Vitunac stated it has been in existence four <br />years, and Chairman Scurlock agreed it has been in effect long <br />enough that we could let the City out at any time and if they <br />wished, they could create their own department. <br />Various members of the City Council indicated this was not <br />desired. <br />25 BOO 1 F�Gr <br />
