Chairman Scurlock reported that a recent newspaper article <br />stated that Indian River County and the City of Sebastian may <br />pave a road to the site of a new school in Sebastian Highlands, <br />but he didn't know if the City Council had acted on that. He did <br />know that this Board has not, and emphasized that in the past our <br />position has been that if the School Board plans to build on a <br />site where there is no paved road, it is their responsibility to <br />pave it, not the County's. Chairman Scurlock -suggested that the <br />School Board take another took into the access roads to the sites <br />under consideration. <br />Director Davis reported that in a meeting with Mayor Harris <br />and City Council regarding their intent to amend their local city <br />thoroughfare plan, he recommended that they get their thoughts <br />together and hire a traffic consultant, and bring their plan to <br />the TPC once it is formalized and approved by the City Council. <br />Commissioner Bowman advised that she will contact Gene <br />Wadell, who represents Sebastian on the TPC, and ask him to <br />please attend the next TPC meeting. <br />Commissioner Eggert had a problem with #5 on the report <br />concerning increasing the speed limit on 90th Avenue, as she <br />noticed that citrus trucks and other large trucks are barreling <br />down that road way in excess of 30 mph, and people are afraid to <br />ride their bikes or cross the street on foot. <br />Chairman Scurlock pointed out that the problem out there is <br />that there is nothing to interrupt the traffic. <br />Director Davis believed that when they monitored that road, <br />the average speed was 42 mph, which is in the 85th percentile and <br />that is what we are told to use on the DOT procedure for estab- <br />fishing speed limits. <br />Commissioner Eggert felt that sometimes going by the book is <br />very nice, but sometimes it should not be, and Chairman Scurlock <br />agreed that we should leave the speed limit at 30 mph for now. <br />122 BOOK 67 <br />PAGE 771 <br />MAR 2 4 11987 <br />
