MAR 2 4 1997 <br />Existing Land Use Pattern <br />Boa 67 FA13F 708 <br />The subject property consists of citrus groves, undeveloped land, <br />dredged waterways, filled land, and mangrove marsh. North of the <br />subject property is filled land zoned RM -6 and a sedimentation <br />basin located between the North Relief Canal and the Indian River <br />Lagoon zoned RS -1, Single -Family Residential District. Further <br />north, across the North Relief Canal, are citrus groves and a <br />mangrove marsh zoned RS -3, Single -Family Residential District (up <br />to 3 units/acre) and RS -1. East of the subject property is the <br />Indian River Lagoon. South of the subject property is filled <br />land and a mangrove marsh zoned RM -6. West of the subject <br />property are citrus groves zoned RM -6. <br />Future Land Use Pattern <br />The property located north of the node is designated LD -1, Low <br />Density Residential 1 (up to 3 units/acre), and Environmentally <br />Sensitive (up to 1 unit/acre) on the Comprehensive Plan. The <br />land located west of the subject property is designated MD -1, <br />Medium -Density Residential 1 (up to 8 units/acre). The Land <br />South of the subject property is designated MD -1 and <br />Environmentally Sensitive. <br />Transportation System <br />The subject property will have indirect access to U.S. #1 and <br />North Indian River Boulevard (both classified as arterial streets <br />on the County's Thoroughfare Plan). <br />Environment <br />Approximately two (2) acres within the proposed boundaries of the <br />Grand Harbor Tourist Commercial Node are designated as <br />environmentally sensitive. The subject property is also located <br />in an A9 flood zone, indicating an area within the 100 year flood <br />plain. <br />Utilities <br />County water and wastewater facilities are not currently <br />available for the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval of the <br />proposed boundaries of the Grand Harbor Tourist/Commercial Node. <br />The Chairman opened the Public Hearing and asked if anyone <br />wished to be heard.
