Staff feels that having the appeal directly to the <br />Board of County Commissioners is a cleaner and quicker way of <br />handling the most severe cases. <br />Chairman Scurlock wondered how time consuming that would be, <br />and Attorney Wilson advised that there is a similar ordinance to <br />this in the City of Vero Beach, and there has been very few, if <br />any, appeals. <br />Commissioner Wheeler understood that it would be applied to <br />vacant lots in platted subdivision that could be cleared by an <br />occasional mowing, and Chairman Scurlock understood that the <br />ordinance would not be applied to a wooded lot or to natural <br />vegetation such as palmettos, just to lots that could be mowed. <br />Chairman Scurlock questioned the 51% subdivision buildout <br />requirement, and wondered if there was some way we could be more <br />restrictive. <br />Attorney Vitunac suggested we state that the lot to be <br />cleared has to be contiguous to a lot that is built on. <br />Attorney Wilson advised that change could be made to the <br />proposed ordinance without readvertising. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard. <br />Richard Votapka, 5875 24th Street, explained that this all <br />came about after last October when the residents of Rivera <br />Estates complained to the Board about lots in their subdivision <br />having considerable debris and high grass. He noted that one <br />particular lot has not been cut in two years, and the high grass <br />on these lots pose a severe fire hazard during the dry season. <br />He urged the Board to adopt the proposed ordinance. <br />George Brent, 5950 24th Street, emphasized that these lots <br />attract vermin and snakes, and the high grass on a corner lot <br />makes it impossible to see oncoming traffic. He is constantly <br />reminding children on bikes to be very careful going around that <br />corner.
