ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />Alternate #4 of staff's recommendation, allowing the <br />reactivation of permits needed to complete phase 3 of <br />Waverly Place as previously approved, and terminating <br />the site plan approval for phases 4, 5, 6, and 7 of <br />Waverly Place. <br />PROPOSED SOUTH COUNTY REGIONAL PARK MASTER PLAN <br />The Board reviewed the following memo dated 3/17/87: <br />TO: The Honorable Members of the DATE: march 9, 1987 FILE: <br />Board of County Commissioners <br />THROUGH: <br />Charles P. Davis, P.EREFERENCES: <br />Public Works Director ? - <br />In reviewing the subject draft, my comments follow: <br />Section I - Description of County <br />Geographic - Line 11-12, The Town of Orchid is not mentioned as an <br />incorporated area. Even though the Town has no ocean frontage, its <br />development could have a major impact on the Coastline. <br />Geomorphology of the Coastal Areas - Plate # 1 is not included to show <br />offshore reef. If the reef is not known as to location, how can a <br />proper analysis be conducted? Was any offshore investigation per- <br />formed? NQAA charts should show bathymetry and hydrography. <br />Explain storm wave susceptibility to erosion. <br />Socio -Economic Characteristics - Table 3 - Indian River Shores has <br />less than 51.7% of its shoreline land use vacant. <br />There does not appear to be any projections of what new development <br />impact will have on beaches as Table of Content suggests. <br />Section II - Coastal Development <br />In paragraph 1, are seawalls considered a "significant coastal structure'. <br />The seawalls, old groins, etc., have not been mentioned in "History of <br />Coastal Development".
