Commissioner Eggert expressed her feeling that when we set <br />up a salary line, especially in a department where there is flux, <br />it just isn't good to attack the salaries. She felt this takes <br />decision making away from the departments in terms of hiring and <br />would rather see the funds taken from contingencies. <br />Chairman Scurlock pointed,out that the salary account builds <br />up when the positions are not filled, and he did not see how it <br />affects decision making. <br />Commissioner Eggert understood that, but continued to <br />emphasize that she just felt strongly about not attacking the <br />salary account. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously approved <br />the above budget amendment. <br />N.
