BOONE n� <br />ENGINEERING OPERATIONS MANAGER (� <br />DIVISION OF UTILITY SERVICES <br />SUBJECT: UTILITY IMPROVEMENTS AT THE INTERSECTION OF OSLO ROAD <br />AND U.S. 1 AND 27TH AVENUE AND 8TH STREET <br />BACKGROUND AND INFORMATION <br />The Division of Public Works is preparing to construct major road <br />improvements at the subject intersections. Likewise, the Division of <br />Utility Services is planning expansions to the water distribution <br />system in the same areas. In particular, an 8 inch water line is <br />scheduled to be extended along the west side of U.S. 1 from Oslo Road <br />to the Grove Isle Development in the immediate future. In the more <br />distant future, a 12 inch water line along 8th Street and a 16 inch <br />water line along 27th Avenue will be required to meet the water system <br />master plan requirements. In order to develop the water distribution <br />system in an orderly fashion and to alleviate conflicts in <br />construction, the Division of Utility Services proposes to construct <br />dry water lines in the subject intersections to accommodate future <br />expansion of the system. The subject utility improvements have <br />therefore been included in the Public Works road improvement projects. <br />ANALYSIS <br />Attached for your review are copies of the bid tabulations for the <br />subject road improvements, along with bids for the utility <br />improvements. Dennis L. Smith, Inc., with Coastline Utilities, Inc. <br />as a subcontractor for utilities, submitted the low bid for the <br />roadway as well as the utility improvements. <br />Outlined below are costs for engineering by Lloyd and Associates, <br />Inc., as well as construction costs by Dennis -L. Smith, Inc. for the <br />utility improvements for the subject intersections. <br />PROJECT ENGINEERING <br />Oslo Road & <br />U.S. 1 $ 750.00 max. <br />27th Avenue & 10% of construction <br />8th Street not to exceed $2,500 <br />TOTAL $3,250.00 <br />CONSTRUCTION TOTAL <br />$ 6,200.00 <br />47,709.50 <br />$53,909.50 <br />$ 6,950.00 <br />50,209.50 <br />$57,159.50 <br />The subject utility improvements will be funded through the Division <br />of Utility Services Impact Fee Fund. The dry line extension at the <br />intersection of Oslo Road and U.S. #1 will ultimately be funded with <br />the upcoming assessment for the balance of the U.S. #1 project. It <br />is anticipated that the 8th Street and 27th Avenue improvements will <br />ultimately be funded in a similar fashion. <br />RECOMMENDATION <br />The Division of Utility Services recommends that the Board of County <br />Commissioners approve the subject utility improvements in conjunction <br />with the Division of Public Works road improvements projects, and <br />thereby authorize payment for engineering services to Lloyd and <br />Associates, Inc. in the amount of $3,250.00 maximum and construction <br />costs to Dennis L.
