The Grand Harbor wastewater will be treated in <br />the first one million gallons per day expansion of the <br />existing County wastewater plant. Ultimately a second one <br />million gallons per day expansion will be constructed from <br />impact fees paid by Grand Harbor. <br />The second part of the Developer's Agreement is an effluent <br />return agreement which requires that all the effluent <br />generated from the wastewater treatment from Grand Harbor <br />wi I I be returned to Grand Harbor for irrigation use on the <br />developer's golf courses. <br />These agreements have been reviewed and anproved by the <br />County Administrator, the OMB Director, the Director of the <br />Division of Utility Services, and this office, and are <br />recommended for approval by the Board of County <br />Commissioners. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously approved <br />the two contracts which form the Developer's Agreement <br />with Grand Harbor, Inc., and River Club of Indian River <br />and authorized the signature of the Chairman. <br />SAID AGREEMENTS ARE ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />DISCUSSION RE ENFORCEMENT OF COMMISSION ON ETHICS RECOMMENDATION <br />County Attorney Vitunac reviewed the following: <br />TO: Board of County Commissioners <br />FROM: Charles P. The recommended order is that <br />the Board of County Commissioners fine the respondent the <br />sum of $300.00. <br />State law does <br />to levy this <br />Commissioners <br />not give the Commission on <br />fine itself. Instead, the <br />"shall have the power <br />102 <br />Ethics the power <br />Board of County <br />to enforce" the <br />
