This would include, <br />but not be limited to, fencing for the Sebastian Little League <br />field; $2,000 that has been allocated for a jogging trail; <br />construction and lighting of handball courts; building basketball <br />courts, lighting tennis courts; and other projects. <br />I believe that North County Recreation has worked well with the <br />City to try and provide recreational facilities and opportunities <br />without the City being asked to participate to any great degree <br />in the cost. My personal feeling is that the free use of the <br />tbfihunity building for a limited number of programs is a minimal <br />X`cohitribution from the City toward the overall recreational <br />ieilf_b t.%bein expended in that area. M <br />Q13eve 9 P y personal goal, and I <br />the goal of the other County Commissir.::!ers, is to <br />continue to work toward additional recreational opportunities in <br />the Sebastian/North County area as we cooperate together in what <br />will hopefully be the forming of a county -wide recreation <br />program. In the meantime, I believe our relationship is a great <br />one and it bothers me when I read that a few individuals may feel <br />they are being treated unfairly. <br />I hope this will set the record straight and I will certainly be <br />willing to meet with the Council or Recreation Committee at any <br />time to discuss the matter further. I am sorry that a prior <br />commitment prevents me from attending your meeting tonight in <br />person, but I hope you will convey my thoughts to your fellow <br />Council members. <br />Incidentally, I understand that the North County Recreation <br />Department has allocated $1,800 to be spent on ceiling fans to be <br />installed in the Sebastian Community building, which should also <br />help to further justify their use of the facility for their <br />programs. <br />Sincerely, <br />Richard N. Bird <br />Commissioner Wheeler commented that he talked to Mayor <br />Harris about this matter last week also, and he was in full <br />agreement with Commissioner Bird's letter. <br />Commissioner Bird believed it is just one or two individuals <br />who aren't looking at the whole picture and made some remarks and <br />unfortunately it got blown up in the Press. <br />FLOOD INSURANCE MAP <br />Chairman Scurlock noted that several years ago there was an <br />attempt in Congress to designate certain areas on the Barrier <br />Island on the federal flood insurance maps as undeveloped coastal <br />areas.
