Shearer, REFERENCES: <br />Chief, Long -Range Planning <br />It is requested that the data herein presented be q!iven formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of April 14, 1987. <br />DESCRIPTION & CONDITIONS <br />The Community Development Division received three Comprehensive <br />Plan amendment applications in January of 1987 and initiated one <br />amendment application at the request of the Public Works <br />Division. <br />The staff has reviewed these four amendment applications and made <br />recommendations to the Planning and Zoning Commission which, <br />sitting as the Local Planning Agency, held publicearings on <br />March 12, 1987, to consider making recommendations -on the <br />proposed amendments to the County's Comprehensive Plan. <br />In 1986, the State Legislature revised the local) government <br />comprehensive plan amendment procedure. The process now requires <br />the first public hearing by the Board of County Commissioners to <br />be held prior to the transmittal of each request to the State <br />Department of Community Affairs (DCA) for a mandatory ninety -day <br />review period. <br />After all the comments from DCA are received, the Board of County <br />Commissioners will schedule a final public hearing o consider <br />the proposed amendments. At the close of the final hearing, the <br />Board may adopt all, part of, or none of the proposed amendments <br />to the Comprehensive Plan. The attached flow chart illustrates <br />the Comprehensive Plan Amendment process as amended by the 1986 <br />state planning legislation. <br />It is necessary for the Board to vote on each of the <br />Comprehensive Plan amendment applications in order to authorize <br />transmittal of the applications to the State for review. Three <br />affirmative votes are required to authorize transmittal. <br />ALTERNATIVES & ANALYSIS <br />The Planning Department feels that the best way to authorize the <br />transmittal of the proposed Comprehensive Plan amendments to the <br />State for review is through the passage of a resolution authoriz- <br />ing the transmittal. Since a second public hearing must be held <br />prior to action being taken on each of the amendment applica- <br />tions, no final decision can be made on the applications at this <br />time. However, action is needed on the attached resolution in <br />order to comply with the plan amendment procedure. <br />RECOMMENDATION <br />Based on the above analysis, staff recommends <br />attached transmittal resolution. <br />19 <br />APS 14 i9V <br />approval of the <br />MOK S PAGE 1-9 <br />
