In addition, the staff requests adding (3) three secondary <br />collector roads to the Thoroughfare Plan. <br />Specifically, these roads are as follows: <br />(1) Adding 98th Avenue as a secondary collector from 87th <br />Street north to the Fleming Grant line; <br />(2) Adding 106th Avenue as a secondary collector, from C.R. <br />512 north to the Fleming Grant line; <br />(3) Adding 102nd Terrace as a secondary collector from C.R. <br />512 north to the Hetra Computer and Telecommunications <br />Industries facility located in Section 26 of Fleming <br />Grant. <br />On March 11, 1987, the Transportation Planning Committee <br />voted 6 -to -0 to recommend approval of the proposed amendments as <br />presented. <br />On March 12, 1987, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of the proposed amendme,ents to the <br />Transportation Element of the Comprehensive Plan amending the <br />Thoroughfare Plan. <br />ALTERNATIVES & ANALYSIS <br />These requested amendments are based upon accommodating traffic <br />demand generated by existing as well as future planned growth <br />located in these areas. In addition, the siting of the Bent Pine <br />development in the planned 43rd Avenue corridor north of 57th <br />Street warrants eliminating that road from the Thoroughfare Plan. <br />The requested addition to the Thoroughfare Plan of 102nd Terrace <br />as a secondary collector located next to Hetra Industries is <br />substantiated by the fact that eighty feet (801) of ight-of-way <br />exists and a portion of the road is already paved. <br />Also, the County's Comprehensive Land Use Plan designates a 650 <br />acre Industrial/ Commercial Node at the intersection Of I-95 and <br />C.R. 512. These 650 acres are designated for future industrial <br />and commercial development in this area which will require. <br />additional major roads. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval of these <br />changes to the Thoroughfare Plan as an amendment to the <br />Transportation Element of the Comprehensive Plan. <br />Chairman Scurlock asked why staff is still recommending the <br />addition of 45th Avenue as a north/south secondary collector ,!hen <br />there are golf courses to the north and south; there is no <br />ability to have a through roadway; and it would have a major <br />impact on that property. <br />29 <br />BOOK D rA'UL <br />_ _ <br />APR 141987 <br />
