Commissioner Bird felt that a development of this size needs <br />to have access onto Indian River Boulevard, but he did not know <br />how -we can get the chicken before the egg since the issue seems <br />to be bouncing back and forth between the County and the City. <br />He felt it would help significantly if the developers already had <br />the property or we could be assured that they would be able to <br />purchase it and include it in their development. <br />Chairman Scurlock noted that Vero Beach Mayor John Acor was <br />in attendance today, and asked if he had any idea of what the <br />City intends to do, but Mayor Acor did not wish to comment on it <br />beforehand. <br />Commissioner Eggert felt we had two decisions today: <br />Whether or not there should be a commercial node, and if so, what <br />kind of zoning would be most appropriate. She pointed out that <br />if the Board decides to send this on to the State, we would have <br />enough time to review the City's actions before making a final <br />decision. <br />Mr. Shearer confirmed that if the Board votes to send this <br />proposal to the State as is, it would keep all options open; <br />however, if the Board decides not to transmit the proposal today, <br />that would be the end of it and it would not go to a public <br />hearing in 90 days. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Attorney Michael O'Haire, representing the applicants, <br />emphasized that if the Board decides not to transmit the request <br />to the State, they would be closing off all options, and it would <br />be 6 months before the applicants could come in with another <br />rezoning request. In that case, he felt the issue would probably <br />die on the vine. Attorney O'Haire suggested that a node already <br />exists in that location and pointed out that the subject property <br />is surrounded by the power plant, the sewer plant and the new <br />post office distribution center that is under construction. <br />B00K uS F,v E 37 <br />A P R 141997 37 <br />L <br />
