Attorney <br />O'Haire felt that staff has painted the worst case scenario with <br />regard to traffic impact, and noted that Steve Godfrey of <br />Kimberly -Horne is here today to explain the traffic that will be <br />generated by the development of the Promenade. <br />Steve Godfrey, professional engineer of Kimberly -Horne, <br />stated that they agree with staff's memo which indicates that the <br />existing peak season traffic on 17th Street is 22,700 vehicles <br />per day, and they also agree with staff's assessment of the <br />traffic generation of the site, which will be in the neighborhood <br />of. 10,000 trips per day. However, it is a different matter when <br />you go into a little more detailed analysis and allocate those <br />trips to the actual transportation network. <br />Chairman Scurlock understood that the County was using <br />Kimberly -Horne for the design engineering of the extension of <br />Indian River Boulevard, but Mr. Godfrey believed that assignment <br />has been completed. Referring to a map of the area, Mr. Godfrey <br />pointed out that the 10,000 trips generated by the proposed <br />development will be distributed to the transportation network to <br />the east and west on 17th Street, and in the immediate future, to <br />the south on Indian River Boulevard, and to the north when the <br />extension of Indian River Boulevard is completed. Mr. Godfrey <br />noted that as you look at the actual detailed application of <br />those trips to the transportation system, the maximum impact on <br />any length of roadway is estimated at 4500 trips per day, which <br />will occur to the west on 17th Street. That is the total trip <br />travel associated with the site. He noted that shopping centers <br />have a phenomena called "capture", because many trips are the <br />result of people stopping to buy something when they really are <br />on their way to some other place. Mr. Godfrey felt it was safe <br />to say that the additional trips that can be expected as a result <br />of this project on the most heavily impacted length of 17th <br />Street will be between 3300-4500 trips per day.
