there will be other development which will put those figures <br />higher than that. The point is that the transportation system, <br />as Ut currently exists and is planned, will be more than adequate <br />to accommodate the impact of this project. He felt the more <br />appropriate question regarding this project is that of access. <br />They feel that access does need to occur via 17th Street as well <br />as 18th Street. Indian River Boulevard is being designed as a <br />high type arterial with limitations on access, but that is not to <br />say that access could not be provided in the form of right turns <br />in and out. However, if the City property is acquired, he felt <br />it is unlikely that County staff would make that recommendation. <br />Based on the firm's experience, Mr. Godfrey felt the intent is to <br />try to minimize the number of access points to optimize the <br />carrying capacity of the roadway. Therefore, the 18th Street <br />connection to Indian River Bou-levard will be important to the <br />project. To ease the concerns of the residents in the area <br />about access through 18th Street, there are two ways to solve the <br />perceived problem of traffic loading in this area: 1) Through <br />geometric controls, which would be some kind of a physical <br />structure; and, 2) by severing 18th Street in such a way that a <br />cul-de-sac would be developed and you would have access to Indian <br />River Boulevard only. This also would have an effect on limiting <br />Indian River Boulevard access to the residential area. i He <br />believed that these are things that can be worked out in the <br />development of a specific site plan and access plan. <br />Chairman Scurlock felt that stacking lines are very <br />important, and pointed out that the stacking line on 6th Avenue <br />is inadequate during busy times of the day. He also pointed out <br />that 17th Street cannot be widened, except at the corner site <br />where there is a 200 -ft. right-of-way on Indian River Boulevard. <br />Commissioner Bowman asked if the consultants had considered <br />the amount of traffic that Grand Harbor will be generating, and <br />Mr. Godfrey explained that they did some preliminary analysis for <br />1989 and 1995 and identified an adequacy of the transportation <br />BOOK '8f'A�E <br />41 r --- <br />`b� <br />
