John Brenner, resident of Rockridge, directly across 17th <br />Street, noted that he was one of those who stood up a 'few minutes <br />ago; and agreed that not all of the people who stood up are <br />against this rezoning. He did not believe this would be strip <br />zoning because it is a major piece of property. He felt that if <br />commercial is not allowed here, then perhaps the Board will <br />support the alternative mentioned earlier of creating a special <br />exception zoning restriction to be applied at site plan level. <br />Mr. Brenner wished to see this rezoning request transmlitted to <br />the State in order to allow more time for the City and County to <br />review the alternative. <br />Frank Kahn, 7000 20th Street, stated that he does not have <br />any affiliation with the proposed development, but is in favor of <br />the Promenade because he believes in the future controlled growth <br />of this community. Having been a merchant all of his life, he <br />felt that the proposed development has several important points <br />for its success: Location, shoppers who are interested in <br />quality and selection, and a- good mix of tenants in the <br />Promenade. The proposed development will turn 13 acres of land <br />from a huge, ugly eyesore into a beautiful, income-producing <br />piece of property that will increase employment and bring <br />revenues into the county. Mr. Kahn hoped all of the <br />Commissioners would put their stamp of approval on this project. <br />Charles Davis, 2732 Cardinal Drive, stated that he sent each <br />of the Commissioners a letter detailing his reasons for being in <br />favor of this project. He did not want to belabor those points <br />again, but wished to point out that if this project goes through, <br />we can deal with the property as a single unit. During his 22 <br />years as a local realtor, he has always felt that we need a <br />mechanism to deal with these projects as a unit. Basically, he <br />has no objection to contract zoning, which he understands is <br />illegal. Contract zoning allows you to rezone the property based <br />on the representations of the developer and then hold him to it. <br />Mr. Davis wished to see a vehicle developed so that this project <br />i <br />45 BOOK PAGE �� <br />
