Pox 3391 Administrator <br />Vero Beach, FL Attorney <br />32964:1^1381 April 6, 1987 - ersonnel <br />The Honorable Don Scurlock P10lic Works <br />& Members of the Indian River County Commission ,,cmmunity Dev. <br />1840 25th Street �l:ilities <br />Vero Beach, FL 32960 F=inance <br />Re: Rezoning Request for 13+ Acres Between 17th & 18th Streets and 5th <br />Avenue & Indian River Boulevard by Sosan/West & Associates. <br />Dear Commissioners: <br />The subject rezoning request, which was approved by your Planning & <br />Zoning Board by a 4 to 1 vote on March 12th, 1987, contrary to the <br />recommendation of the planning staff, has been of great concern to this <br />Association. <br />Our Board of Directors is unanimously opposed to the granting of <br />this request based on the following primary considerations: <br />1. Incompatibility with the Comprehensive Land Use Plan <br />2. Traffic impaction <br />3. Drainage <br />4. Rezoning does not insure the construction of the proposed <br />",Promenade." <br />C:L.U.P. <br />The area is predominantly residential. The abutment of subject <br />land to residential properties does not provide for a gradual <br />transition. There is insufficient space to accomplish effective <br />buffering and the use of berms along the north boundary would only <br />serve to direct noise to the second floor condominiums existing along <br />18th Street. Commercial zoning of this tract would be contrary to both <br />the spirit and letter of the principles stated in the Comprehensive <br />Land Use Plan. <br />While a goodly portion (primarily the south half) of this land <br />undoubtedly will not be suitable for residential and may properly <br />require rezoning in the near future, we would suggest a designation of <br />"Professional, -Office & Institutions" (P.R.O.) as a more suitable <br />zoning. <br />Since the land in question is practically an enclave within the <br />City of Vero Beach, and the City Planning & Zoning Commission has voted <br />7 to 2 against rezoning to commercial if annexed into the city, it <br />appears that the county should, as a good neighbor, honor the city's <br />Position in the matter. <br />I 50 <br />
