Traf f is <br />The intersection of 17th Street and Indian River Boulevard is <br />presently heavily traveled at certain times of the day. This traffic <br />is destined to continue to increase when: <br />1. Indian River Boulevard is extended, first to the south, then <br />north to the hospital and eventually by Grand Harbor and back <br />into U.S. 1 --an effective by-pass of the city, an arterial <br />road. <br />2. Beach population increases and the Barber Bridge over capacity <br />and delays increase. <br />3. The Twin Pair, east -west thoroughfare is terminated at its <br />east end in Indian River Boulevard. <br />4. Grand Harbor development matures, which at build -out could <br />produce a 7000+ population increase, heavily dependent on <br />Indian River Boulevard. <br />Traffic studies are at best an imprecise science. With the <br />inevitability of the above events, common sense tells us that acute <br />traffic congestion is destined for this intersection. zoning of <br />subject land to "Commercial" would only make a bad situation worse. <br />Drainage <br />The intensified use of this land through commercial zoning would <br />increase the run-off tremendously and require a sizable retention <br />facility to prevent river pollution. It is questionable that such a <br />facility could be provided, due to space limitations and the very low <br />elevation of the land in question. <br />There are no county waste water facilities to serve this land. <br />Whether the city is obligated to provide such appears problematic and, <br />therefore, another reason not to rezone it. <br />"Promenade" J <br />The basic question is the advisability of rezoning. Regardless of <br />the integrity, honesty and all good intentions of the developer <br />requesting this rezoning many things can happen to cause his proposed <br />use of the land to fall through. <br />Rezoning of this land must be considered in the light of the <br />developer's possible inability to carry out the plan as outlined. <br />These comments and observations are submitted as constructive and <br />supportive of what seems to us, as best maintaining the fine character <br />of our community, its ambiance, and charm. <br />We wish to make it clear that we are not against this or any <br />proposal for a high class mall for Vero Beach, but are adamantly <br />opposed to the proposed location. <br />We strongly recommend against this rezoning request. <br />For the Board of irectors <br />Marion P.
