Fr- <br />APR 14 1987 <br />BOOK 68 PA,UF 52 <br />Chairman Scurlock asked Mr. Gwathmey if he felt they would <br />still be opposed to the development if a legal mechanism could be <br />created for a planned commercial development which would allow <br />the site plan to be considered at the same time as the zoning, <br />and Mr. Gwathmey believed that they would still prefer another <br />location for the Promenade. <br />Judy Hargarten, stated that she works and lives in The <br />Moorings and felt that quality development is what we have today. <br />She urged the Board to consider that and keep Vero Beach looking <br />good. She felt the subject property is presently an eyesore, and <br />felt we should take the opportunity of having something of <br />quality built at that location. <br />Cynthia Peterson, a 26 -year resident of Vero Beach, stated <br />that she has watched Vero Beach grow in a very orderly manner, <br />and felt that the proposed development would enhance the <br />surrounding area. She has several friends living nearby who <br />believe this development will add to the value of their property. <br />Mrs. Peterson urged the Board to transmit the proposal to the <br />State. <br />Bill Stegkemper, 3030 18th Street, stated he has no <br />financial interest in this matter whatsoever. He felt that <br />changing the Comp Plan and granting commercial use for this <br />property would have a tremendous upward effect on its value. <br />However, there is another side to the issue. Because it <br />increases the uses in commercial zoning, the neighborhood homes <br />will suffer a downward change in value. With regard to the lack <br />of quality shopping in Vero Beach, he felt that people like to <br />take an occasional drive to Palm Beach or Melbourne and make it a <br />day's outing. Mr. Stegkemper urged the Board to follow the <br />recommendation of staff to deny the rezoning. <br />Herndon Williams, 27 Forest Park Drive, agreed with most of <br />the comments made by the proponents of this rezoning. He felt <br />that we need to establish a vehicle whereby we can be assured <br />that the developer will build what he says will be built. Mr. <br />52 <br />
