existing developer to come through the County process,so that we <br />could take a look at it with no assurances that he would vote one <br />way -or the other. The Chairman felt that it was inappropriate <br />that this matter was being considered by the City of Vero Beach <br />when the property had not been annexed as yet. He believed that <br />the County was the place to begin. He reported that he walked <br />that property and realizes it is a very difficult piece of <br />property to deal with, but felt that his main concern should be <br />what is best for the County. He intended to vote against the <br />Motion because of the 13,000 daily trips that would be generated <br />under the best scenario. He reported that he called all the <br />various entities that have considered the site, Jordan'Marsh, <br />Burdines, Jacobson's, etc., and the bottom line is that they do <br />not plan on locating here until we reach 150,000 in population. <br />Commissioner Eggert understood that if transmittal is denied <br />today, it would be 6 months before another rezoning request could <br />be submitted, and stressed that the intent behind her Motion was <br />that all alternatives could be explored during the 90 -day review <br />by the State. <br />Commissioner Bowman wanted to put this issue to bed today, <br />and stated she will vote against the Motion because she feels <br />that 13 acres is not large enough for the proposed development. <br />She would like to see a Promenade, but certainly not where it is <br />being proposed, and until we are big enough to accommodate a <br />large store, she felt we would be making a mistake to load up <br />17th Street. <br />Commissioner Wheeler felt we should stay consistent with the <br />past action we have taken on 17th Street. In addition, he felt <br />there is a lot of other commercial property that can be developed <br />with this type of concept, and would like to see something like <br />that happen in the County.
