BOOK 68 PA -GE 64 <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bird, that the Board authorize transmittal <br />of the proposal to the State for a 90 -day review, with <br />the understanding that in the meantime, after receiving <br />further traffic data, full consideration would be given <br />to all alternatives. <br />Under discussion, Commissioner Bird explained that he <br />seconded the Motion because he feels that the property owner has <br />the right to use his property at the highest and best use if it <br />does not negatively impact the surrounding property. From what <br />he has heard today, he does not feel that the negatives offset <br />the benefits, and believed we have a unique situation here and an <br />ability to tie a fragmented piece of property together that holds <br />more threat to the residents in the area in its fragmented <br />condition than it does in a consolidated development. Further, <br />during the time the proposal is in Tallahassee, the County can <br />establish a vehicle to allow site plans and zoning to be <br />considered in tandem. Commissioner Bird stated that he owns a <br />multiple -family unit in that area and the value has gone down in <br />the last few years because there is a glut of multiple -family <br />units available. He felt the proposed Promenade done with the <br />proper restrictions with agreements would really be in the best <br />interests of everyone concerned. <br />Commissioner Wheeler asked for clarification on what is <br />included in the recommendation that we would be sending to the <br />State, and Commissioner Eggert explained that we are simply <br />approving transmittal. <br />Director Keating advised that if transmittal is approved, <br />the proposal would be sent to Tallahassee with the backup <br />material included in today's Agenda. <br />Chairman Scurlock admitted that since this issue first came <br />up, he has been on both sides and in between.
