commercial to the Strazzutla Brothers and all the other property <br />owners along Indian River Boulevard from 4th Street to 34th <br />Street. Mr. Nelson felt it was not necessary for this <br />$23 -million shopping to be built in his backyard. He compared it <br />to being given a $23 -million boat; he could look at it, but <br />couldn't afford to use it. <br />Ed Llerena, 924 Riomar Driver, speaking as a private citizen <br />and not as a member of the City's Planning & Zoning Board, stated <br />he is in favor of the Promenade, but in another location. He <br />believed that traffic and the destabilization of a residential <br />area are the two key points in this issue. He suggested that <br />before this proposal is sent to Tallahassee, the City and County <br />sit down and consider all the problems and alternatives. <br />Attorney Michael O'Haire, making his closing remarks in <br />favor of the rezoning, referred to Chairman Scurlock's question <br />of why people.would want to shop there when they did not want to <br />live there. He explained that the whole purpose of the promenade <br />concept is an inter -directed shopping facility, so that the <br />shoppers' attention is concentrated on what is going on inside. <br />He stressed that 900 of what we have heard in this lengthy public <br />hearing has been site plan considerations, and believed all of <br />these concerns could be addressed through a mechanism that was <br />suggested earlier whereby a site plan and zoning could be <br />considered in tandem. Attorney O'Haire could not understand why <br />the Board would drop any of the options in this matter, and urged <br />the Board to transmit the proposal to the State for review. <br />After four hours of discussion, there being no others who <br />wished to be heard, the Chairman declared the Public Hearing <br />closed. <br />Commissioner Eggert felt that in all fairness to the <br />community this proposal should be transmitted to the State for <br />review, which would allow more time to look at additional traffic <br />information and consider all alternatives. <br />X <br />APR 14 1987 <br />BOOK FADE 6Py <br />
