APR 1411997 <br />FAGE <br />Director of Planning & Development, advised that some of the 9.1.5 <br />criteria are applicable in review of Comp Plan amendments, but <br />most of these characteristics that Attorney Collins mentioned <br />would be addressed in the new Comp Plan that is going to be <br />developed. <br />Ron Bell, 2636 Laurel Drive, speaking as a private <br />individual, stated he is a proponent of the proposed development. <br />Professionally, he is a marketing consultant and would like to <br />take issue with a statement made by Mr. Bowman in regard to the <br />subject property developing as residential if left alone. Three <br />years ago his firm was asked to do an extensive marketing study <br />on the proposed site and they reached the conclusion that due to <br />the functional obsolescence of the site and the proximity of the <br />power and sewer plants, that location was unmarketable as <br />residential. Mr. Bell did not feel that particular site is an <br />acceptable site for residential development because of the <br />surrounding industrial atmosphere. He believed the proposed <br />commercial development of a high quality and character shopping <br />facility would be a definite benefit to the overall area. <br />Chairman Scurlock asked why would people want to shop there <br />if they didn't want to live there, and Mr. Bell pointed out that <br />they would be shopping in an air-conditioned environment, they <br />would be in and out of there briefly, but living there is a <br />different matter. <br />Richard Rice, resident of Tarpon Island Club, wanted to go <br />on record as opposing the zoning change from residential to <br />commercial and supported the comments made by Mayor Acor. <br />Bill Nelson, 230 14th Street, asked if this wasn't contract <br />zoning in a round -about way, and wondered if this property would <br />be rezoned if the developer had chosen another location for the <br />Promenade. He explained that he lives on 14th Street which.is <br />opposite from the Strazzulla Brothers' property, which is all <br />cleared and just waiting to see what happens today. If 17th <br />Street is rezoned to commercial, how could the County refuse <br />62 <br />
