BOOK 6 olu <br />River Water Management District permit (#4-061-0075M3) to develcp <br />the estaurine area. Also, the developer has obtained: an <br />agreement with the Mosquito Control District for mosquito control, <br />County mangrove alteration permits (effective upon issuance of <br />land development permit), and a waiver for cut and fill <br />requirements below elevation 4' within the floodplain. The land <br />development permit application is in conformance with the <br />estaurine plan and conditions as approved by the Board in October <br />1986. The plan, upon which all the permits are based, proposes <br />development of the estuarine area, which will include establishing <br />and re-establishing saltwater wetlands and filling some existing <br />degraded wetland areas for roadways, golf course holes, and some <br />residential and commercial areas. The land development permit <br />application has been reviewed by public works and planning staff <br />and is ready for issuance with conditions (see attachment 10). <br />ALTERNATIVE & ANALYSIS <br />The D.E.R. and Army Corps permits include conditions relating to <br />the following issues: <br />- pesticide sampling and analysis during construction <br />- prohibition of seagrass dredging <br />- use of turbidity screens <br />- shoreline stabilization <br />- survivability and percent coverage of vegetative plantings, <br />with quarterly status reports <br />- developer funding of two-year boat traffic analysis <br />- developer funding of two-year, bi-weekly aerial manatee census <br />- developer funding for a marine patrol officer for three years, <br />and provision for a marine patrol boat slip <br />- quarterly sampling reports for stormwater discharge into State <br />waters (two year report period) <br />- monitoring of water quality, sediment chemistry and biological <br />communities <br />- creation of a freshwater gradient system <br />- mapping of manatee resources in the inter -inlet area <br />- contractor responsibility for any harm, harassment, or killing <br />of manatees <br />- method of handling DDT -laden soils, including flocculation, <br />separation of materials, and transport to and use in upland <br />golf course areas. <br />The scaled land development permit plans show all open water, low <br />marsh, and high marsh areas, including navigation channels, with <br />numerous cross-sections of all areas. Vegetation planting <br />schemes, with littoral zone cross-sections, are included in the <br />plans. <br />Aside from State and federal inspections and monitoring of the <br />system, County staff will also make inspections. Aerial maps <br />provided by the applicant will aid in calculating actual <br />"as -built" open water, low marsh, and high marsh areas. Field <br />inspections will be made to examine vegetative planting areas. <br />RECOMMENDATION: <br />Staff recommends <br />Public Works to <br />Harbor estuarine <br />in attachment #3. <br />that the Board of County Commissioners allow <br />issue the land development permit for the Grand <br />system area with the permit conditions outlined <br />.: <br />
