MISC1 <br />Director <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at <br />their regular meeting of April 21, 1987. <br />DESCRIPTION & CONDITIONS: <br />At the meeting of March 10, 1987, the Board of County Com- <br />missioners approved the proposed transient merchant ordinance. <br />This ordinance restricted temporary uses to seasonal sales and <br />agricultural sales. It effectively excludes all other temporary <br />uses. <br />In approving that ordinance, the Board directed the staff to <br />address the issue of temporary automobile sales events. That <br />use had become an issue several weeks earlier when such an <br />event was held contrary to County regulations. Subsequently, <br />the question arose as to whether such events could be allowed <br />as temporary or transient uses. <br />ALTERNATIVES & ANALYSIS: <br />On April 9, 1987, the staff had a workshop meeting with local <br />automobile dealers. At that time, a number of issues were <br />discussed, and both the staff and car dealers presented their <br />positions. <br />Based upon the results of that workshop meeting, the staff <br />agreed to draft a proposed amendment to the transient merchant <br />ordinance. While several legal and site plan issues need to be <br />researched further, the staff feels that the special sales <br />events issue should be addressed by the Board to set policy. <br />To readdress this issue, the staff must do additional research, <br />draft proposed ordinance revisions, and advertise and hold <br />public hearings before both the Planning & Zoning Commission <br />and the Board of County Commissioners. To initiate this <br />activity, the staff needs authorization from the Board. <br />RECOMMENDATION: <br />The.staff <br />for public <br />ordinance. <br />recommends that.the Board authorize staff to advertise <br />hearings to consider amending the transient merchant <br />4 <br />r � r <br />
